As far as I know this is not built yet, and those are only plans to build such a velodrome. As far as I know, the only bicycling team that is active in Hyderabad is the Hyderabad Cycling Club http://www.meetup.com/HyderabadBicyclingClub/ and they practice in the Gachibowli Stadium area.

Pros: Not built yet, so the plans look good :-)
